tour_mode positions, as the server reads them

tour_mode is a semicolon separated string with six positions, always in this order. The generated description on the operation page below predates this list and is out of date; this is the one the server actually parses.

1. minimize_total_distance: Minimise total distance
2. minimize_vehicle_count: Minimise vehicle count
3. balance_workload: Balance workload
4. prioritize_time_windows: Prioritise time windows
5. require_available_driver: Require an available driver
6. time_limited_route (minutes): Time limited route, a number of minutes (0 means no limit)

The first five positions are 0/1 flags. The sixth is not: it is an integer number of minutes.
